Toulouse have not yet responded to the Hammers’ offer
West Ham have made a £15million bid for Toulouse defender Issa Diop, who is wanted by both Arsenal and Tottenham.
The 21-year-old has been tipped as a future star of French football and has been scouted repeatedly this season.
Arsenal and Tottenham have watched the centre-back on numerous occasions, while more recently Everton and Fulham have shown an interest.
But, according to L’Equipe, West Ham have been the first to make a move by submitted a formal offer worth a reported £15m.

The Hammers want to sign a centre-back this summer and Diop is now their No.1 target.
Toulouse are yet to respond to West Ham and it remains to be seen whether they are even open to selling the defender.
It is not known whether Arsenal or Spurs will make their own approaches for Diop now that West Ham have taken the initiative and made the first move.
